Why does the public education system in Kuwait suck?

Desipte the fact that Kuwait is an oil-rich country with a tiny population and subsidized basic services, public schools are very poor in terms of quality and preparation for college. Many Kuwaitis who go to public schools in Kuwait struggle in college and end up dropping out. Public schools in Kuwait are very neglected, why can't the government do something about that issue? Some Kuwaitis who are aware of that issue totally distrust public schools and, thus, enroll their children in private English or American schools and pay a lot of money out of their pockets as a result. What about those who can't afford to do so? Are they doomed to witness the inevitable failure of their children as they grow and get screwed by Kuwait's public schools? Is there any other solution besides that for parents who don't want to see their children get screwed in the future?
