Controversy Over Atheism...?

Does not one have to believe in a god before one can disbelieve? In theory one cannot base a belief on a disbelief. There is no true concept to Atheism. Such a "religion" should not exist if there is no belief- and there is no belief because as stated before: one would have to believe in something before willing oneself to disbelieve it. An existence must be present- or believed to be present.
