Quote from a movie, but CAN'T FIGURE OUT WHERE IT IS FROM!!!?

I'm thinking of a HILARIOUS part in a movie, but I can't for the life of me figure out which movie it is!? The part involves a man who reminds me of a Principal Rooney type (Ferris Bueller's Day off), but I'm pretty sure its not Jeffrey Jones (the actor who played Principal Rooney). Anyway, the guy (who I am thinking is the Villan type in the movie), is excited about SOMETHING (possibly involving busting the main character or something along those lines)...the character, so excited, grabs a woman (a lonely library/bus driver type) and kisses her on the lips, with a BIG "MMMMMAH" and the he pulls away and says "Ooo GOD you are ugly!!" hahahaha. Whatever it is I laugh my *** off everytime I see it. If someone knows what movie it is, please let me know.
