Did Juan Manuel Marquez deserve to be moved down to 5th in the p4p rankings?

I know Martinez and Donaire have been making a lot of noise lately with their impressive KO victories but did they deserve to be placed above Marquez.If you look at Marquez's 4 losses since 1999 2 of them were very controversial.The Chris John and Freddie Norwood fights were fights he arguably won.Many believe he beat Manny Pacquiao in their 2nd fight,i myself had the fight a 114-114 draw.So you could argue that JMM has only 1 legit loss coming at the hands of Mayweather which was Marquez's first and only stint at 147.He is still currently the best lightweight in the world and he averages at least 2 fights a year.Do i have a point that he should still be 3rd in the p4p rankings?
